•House all 30,000 unhoused people in our city in 2021, most within a mile of where they are. •Allow many to choose their roommates and sets of people to live with in modular housing with shared spaces like bathrooms and kitchen. •Cost $14,000 per person built and delivered. That's 2.5% of $565,000 per person units! •Flexible, modular units arranged to needs: medium to large complexes with extra support services for our most needy, and smaller, more independent complexes for our most capable. •Renting empty lots short term reduces construction costs for developers, having a small but broad effect of lowering new home prices and encouraging more housing creation citywide.

The Bottom Line: Proposition HHH's $1.2 billion have been entirely allocated to an expensive, ineffective solution, taking too long, serving too few. For $300 million, 25% of the original amount, we can build 10,000 beds of portable modular housing and fund them for five years, leaving $900 million for supportive permanent housing and other support services.
